Carlos is one of two taxi drivers arbitrarily detained for his alleged involvement with Oscar Pérez, the inspector of the Scientific, Criminal and Forensic Investigations Corps (CICPC) extrajudicially executed at the beginning of January 2018.

He was captured by officials of the Bolivarian National Intelligence Service (Sebin) on January 12, 2018, when he returned to Maracay after making a trip to Barquisimeto.
Despite his civil status, his case is taken by a military court and he is imprisoned in Ramo Verde, a military prison. Alonso Medina, director of the Foro Penal Venezolano, said about Carlos: “his only sin was to be a taxi driver”.
People apprehended in the case of Oscar Pérez have been subjected to an arbitrary and absolutely unconstitutional process. There’s no connection between Carlos and the murdered inspector.
