Fred Mavares was arrested without an arrest warrant and without evidence against him on June 22, 2016, accused of the murder of the journalist Ricardo Durán. Along with him, 14 Chacao police officers were arrested and detained at the headquarters of the National Intelligence Service (Sebin) in El Helicoide.
A little over a month after the arrest, the Prosecutor’s Offices 36 with National jurisdiction and 55 of the Metropolitan Area of Caracas, after the presentation of the Polichacao and because of the nonexistent implication of the weapon shown as evidence in the case, decreed freedom as precautionary measure of the 14 prisoners. On August 8, 2016, freedom was also ordered and office 1110 was issued to the Director of Sebin.
In January 2017, after defender Pierina Medina asked the judge to enforce her sentence, the Court ratified the Sebin’s liberty office so that the agreed release could be executed. The response of the intelligence service has been silence.
In the month of June, he and his companions began a hunger strike to demand compliance with the release order, without success. “It is our duty not to renounce our rights in the struggle to recover and reunite with our families, to support our children and continue our work responsibilities as it should have been for 11 months,” they said in a signed letter.
On June 10, Fred sent a message demanding freedom: “That kidnapped justice, if we get tired will be many who will be in the same conditions of helplessness and misery that we are here, for you, for the fallen, I assume the risk, despite to being subjected to the chains of this transgressive executioner, it is worth the sacrifice, it is worth battling for the liberation of Venezuela, honor, loyalty and constitutional justice”.
On December 23, 2017, 12 of the Polichacao officials implicated in the case were released by decision of the National Constituent Assembly (ANC). However, Fred was left in El Helicoide dungeons, where he remains to this day.
Mavares has been severely tortured by Sebin officials: he has been beaten and tortured with electricity. In addition, his family visits have been arbitrarily restricted.
