Ramón Lozada is a close friend of General Raúl Baduel. When the General Directorate of Military Counterintelligence (Dgcim) apprehended him on January 24, 2017, a military court linked him directly to alleged coup plans.
He was accused of rebellion and treason. The first days of his detention he was totally incommunicado at the headquarters of the Dgcim, in Boleíta. In December 2013, he had already been kidnapped and tortured by the Nicolás Maduro regime: he was handed over to the guerrilla in Apure State, who then freed him in the Mantecal sector.
On February 26, 2018, more than a year after his arbitrary arrest, Ramón suffered head injuries and back bruises that warranted urgent medical evaluation. His family presumed torture against the general.
Lozada was one of the 9 senior officers of the Armed Forces who were degraded by the government, in a decree of January 28, 2018. His family members reported that his military card was taken from him saying “you are no longer a general”.
